Rear Admiral Elkanah Oyeleye Jaiyeola (rtd), mni GSS psc isc MSc, was elected on December 23, 2022 and sworn in as National President of GCLOBA on December 30, 2022.

Admiral Leye is a retired Rear Admiral of the Nigerian Navy. A fellow and Moderator of the Nigerian Institute of Policy Strategic Studies NIPSS, A former Fleet Commander of the Western Fleet Nigerian Navy, Commandant of the Defense Intelligence College, Nigeria and present the Chairman & Principal Consultant of Owiwi Cubes Limited, a leading technology-driven intelligence/security consulting and training Firm.

Admiral Leye, who was also the Head boy/Senior Prefect of the Class of 82, is an intelligence and security training and consultancy expert who oversees the delivery of consultant services such as intelligence studies, strategy and policy development, and naval studies. He has held critical defense and intelligence posts in the Nigerian Navy over a 35-year career. A consummate professional, public administrator, strategic thinker, and patriot with a nag for excellence and professionalism.
